Dear Minister,

Pursuant to the provisions of the Convention on Environmental Impact Assessment in a Transboundary Context (the ESPOO Convention), please be informed that the company „Elixir Craft“ Šabac, as a project developer, has submitted Environmental Impact Assessment Study for the project of the of construction of a waste-to-energy plant at the cadastral parcels 1420/1, 1420/4, 1491/1, 1541/1, 1541/2, 1552, 5824/1, 6513/1, 6513/2 K.O. Prahovo, Municipality of Negotin and construction by phases of non-hazardous waste landfill Elixir Prahovo at the cadastral parcels 2300/1, 1491/1 and 1541/1 K.O. Prahovo, Municipality of Negotin,  to the competent Serbian authority, i.e., the Ministry of environmental protection.

In your response ref.no. DGEIPS/10258 from 09. April 2024  you mentioned that Romania will participate in the transboundary EIA procedure according to the ESPOO Convention for this project.

In accordance with Art. 3 of the Convention on Environmental Impact Assessment in a Transboundary Context (ESPOO), the Environmental Impact Assessment Report in English language is publicly available on the official website of the Ministry of environmental protection

After finishing of the consultation process with the public concerned and Bulgarian authorities regarding the Environemntal Impact Aassessment Study, would you be so kind to send us at your earliest convenience, however, no later than 30 days from the day of the receipt of this notification, the comments provided by the Romanian authorities, no later than 15 November 2024.

Pursuant to the Serbian Law on Environmental Impact Assessment, the public hearing in Negotin municipality will scheduled for 15 November 2024, regarding Environmental Impact Assessment Study for the project.
